Two SMPD Officers assigned to the Downtown Services Unit, observed an individual traveling southbound on the 1400 block of 6th St. on an electric bike. The Officers noticed the blue rims on the bike, along with the logos and battery pack affixed to the frame of the bike- similar to those used by the Downtown Santa Monica (DTSM) Ambassadors. The Officers watched the bike run a red light and decided to conduct a traffic enforcement stop. Upon further inspection of the bike, Officers contacted DTSM and were informed that the bike had just been stolen from the CVS on the 500 block of Wilshire. A DTSM Ambassador had parked the bike near the registers while doing his routine checks, when Suspect Vhatsan Kortrsombat took off with the bike. A records check found that Kortrsombat had a no bail warrant for a parole violation and multiple bookings and convictions for theft related crimes. Kotrsombat was ultimately booked on 21453(a) VC
