Prosecutors: Police informant planted evidence, wrongly sent people to prison

Bexar County District Attorney Joe Gonzales’ office is helping exonerate three people wrongly convicted of drug charges based on evidence that was planted by a police informant, he announced Wednesday.
Two of them, John Gabriel Cape and Louie Garcia, went to prison, while Cape’s girlfriend, Rexina Linan-Juarez, died before it was revealed that the evidence relied on to pressure them into accepting plea deals was tainted.
Prosecutors did not identify the informant. Also, they declined to say whether he is being punished for planting the evidence or making false statements not only in the cases of these three, but also in the case of an unrelated defendant whose drug charges were dismissed. When pressed by reporters about potential punishment, Gonzalez said an ongoing investigation prevented him from discussing it.
The case of Richardson is different on several fronts. Richardson is suspended for a month whereas Houlihan is banned for four years. The substances they tested positive for also are different.
Houlihan was suspended before the trials began. Richardson’s suspension came after she had already run at the Olympic trials and qualified for the 100-meter dash, one of the signature track events in the summer games.
Richardson’s suspension will end before the event in Tokyo, but the positive test invalidated her qualifying run.
Richardson’s runs at the trials also helped catapult her to stardom. She pointed to the clock as she crossed the finish line in a semifinal heat and ran into the stands, orange hair flowing, to hug her grandmother after winning the final.
