Stratford Ethics Commission throws out complaint against one of its own

STRATFORD The Ethics Commission has dismissed a complaint filed against one of its own members.
After discussing the complaint behind closed doors with a lawyer for 35 minutes July 7, the commission voted 3-2 “not to proceed with a further probable cause investigation” of the complaint against Dave Mullane, according to meeting minutes.
Chairman Thomas Kulhawik, Robert Chimini and Tim Bishop voted in favor, and Patricia Gallagher and Charles Lindberg voted against.
The town’s Ethics Code prohibits members of the Ethics Commission from contributing to local campaigns, but Mullane, a retired town cop and former investigator for the state’s attorney’s office, questioned whether the ban is constitutional.
