NGT asks government to issue SOP to states on environment norms in construction projects

Synopsis A proper SOP be laid down for grant of EC in such cases so as to address the gaps in binding law and practice being currently followed. The MoEF may also consider circulating such SOP to all SEIAAs in the country, the National Green Tribunal said.
The plea filed by Tanaji B Gambhire alleged that Goel Ganga India Pvt Ltd was carrying out construction project illegally without the mandatory prior EC.
Noting continuous violation of environment norms in construction projects, the NGT has directed the government to consider circulating standard operating procedure (SOP) to all State Environment Impact Assessment Authorities (SEIAAs) for such activities. The Karnataka High Court on Thursday ordered issue of notice to the Union Ministry of Environment, Forest and Climate Change on a PIL petition challenging selection of five individuals to the Expert Appraisal Committee (EAC) for River Valley and Hydroelectric Projects.
A Division Bench comprising Chief Justice Abhay Shreeniwas Oka and Justice S. Vishwajith Shetty passed the order on the petition filed by United Conservation Movement Charitable Welfare Trust, Bengaluru, challenging the July 13, 2020 notification of constituting the EAC for river valley and hydroelectric projects.
