Indoor dine-in restaurants and personal services are allowed to reopen at limited capacities in areas under modified enhanced community quarantine (MECQ) starting today, May 1.
Memorandum Circular No. 21-15 series of 2021 on Additional Business Establishments, Persons or Activities Allowed to Operate in areas placed under MECQ provides that indoor dine-in services of food preparation establishments, such as commissaries, restaurants, and eateries, can now operate at an initial venue or seating capacity of 10 percent.

The MC issued Friday night by Trade and Industry Secretary Ramon M. Lopez also allows beauty salons, beauty parlors, barbershops, and nail spas, at an initial venue or seating capacity of 30 percent, provided that they shall only provide services that can accommodate the wearing of face masks at all times by the patrons/clients and service providers.

A large majority, 94.7% percent of businesses and establishments in the National Capital Region (NCR) are compliant with the government mandated minimum health protocols (MHP), according to the first quarter survey by the Department of Trade and Industry.
The first quarter DTI Fair Trade Enforcement Bureau (FTEB) report showed that out of the 1,077 inspected business establishments in the NCR, 791 were found to be compliant to the MHP. Meanwhile, 146 Requests for Corrective Action (RCAs) were issued to non-compliant business establishments, 89 of which complied within prescribed time. FTEB also reported that 46 were endorsed to Local Government Units (LGUs) for further action and investigation, and 11 are awaiting corrective actions.
Starting Friday, March 5, 2021, libraries, museums, cultural centers, meetings and conventions, and limited tourist attractions and video games arcades will be allowed to operate at a maximum of 50 percent under general community quarantine (GCQ) and 75 percent under modified GCQ (MGCQ).

In preparation for the proposed transition of Metro Manila from General Community Quarantine (GCQ) to Modified General Community Quarantine (MGCQ), DTI Consumer Protection Group (CPG) Undersecretary Ruth Castelo and DTI Fair Trade Enforcement Bureau (FTEB) Director Ronnel Abrenica led a special price and supply monitoring of Agricultural and Processed Basic Necessities and Prime Commodities (BNPC) in two supermarkets and two cinemas in Pasig City and Quezon City on 17 February 2021.
The FTEB monitoring team reported compliance with RA 7581 or the Price Act by the 2 supermarkets, as the prices of basic necessities and prime commodities being sold therein are within the Suggested Retail Price (SRP) Bulletin dated 30 September 2019 published by the DTI.
