Over 2 000 learners tested positive for Covid-19 this month alone, and youth - who are supposed to be at home during this time - have taken to roaming the streets and begging for money at the entrance of shops, while others have been put to work as hawkers.
There seems to be little to no supervision of learners in Rundu, who are currently on a winter break until 26 July.
Driving along the B8 road in the town, children of school-going age can be seen manning makeshift stalls selling various items, and despite the Covid-19 regulations, most go maskless and forgo sanitising and washing their hands.

Government is targeting to vaccinate over 19 000 sex workers and homeless persons across Namibia as part of its vaccination drive.
This information is contained in the state’s ambitious vaccine roll-out plan, which sets an ambitious target of inoculating up to 290 000 people from seven targeted groups.
These groups include 53 000 healthcare workers, 95 000 pensioners, 83 000 people living with HIV, 45 000 persons living with hypertension, 36 000 persons living with diabetes, 30 000 non-essential frontline workers, 30 000 people living in informal settlements, 15 500 teachers, 16 000 correctional and police officers and 8 000 prisoners, among others.

Veikko Haimbodi, the former chairman of the Ongwediva arm of the Namibia Chamber of Commerce and Industry, says government should lift the Covid-19 regulations as they are hindering business operations.
He said the pandemic has been disrupting businesses for over a year and while they hoped to recover from the damage, the curfew is not assisting the situation.
“As it stands, the recovered cases are increasing, but businesses remain closed. They [government] should encourage people to go and get their vaccinations and business can remain open,” he said.
