針對台灣水資源狀況及運用，鍾佳濱指出，抗旱期間仰仗地下水井，但地下水有取也要有補才不失衡，屏東大潮州人工湖對地下水有補注成效，期望經濟部未來能選擇地理環境條件合適的地方，優先開發地下水補注湖。
鍾佳濱表示，台灣水源過度依賴水庫，應盤點及控管水庫相關建設經費，如清淤、聯通管等，避免過度投資在單一水源。此外，不僅興建排洪設施，也要積極投資農業取水或供水設施來含蓄水源。
鍾佳濱建議，中央可參考屏東萬年溪整治經驗，用低耗能及低成本的生態工法淨化水質。最後一點，可考慮以海水淡化及再生水解水荒，但也要將外部環境衝擊（鹵水）及高耗能一併考量。

Megler/Astoria Bridge upstream to Bonneville Dam and from Bonneville Dam upstream to Hwy. 395 Bridge at Pasco Through July 31, daily limit six, with up to two adults may be retained of which one may be a sockeye and one may be a steelhead. Release all salmon other than sockeye and hatchery jack Chinook. Release wild steelhead.
Sturgeon
Columbia River, from Buoy 10 upstream to McNary Dam, including adjacent tributaries Catch and release fishing only. Fishing for sturgeon at night is closed.
