FIRST RIVER VALLEY SCHOOL DISTRICT BUDGET ADOPTED BY SPLIT VOTE By Hometown2 Jun 29, 2021 | 8:36 PM At a meeting Tuesday night, the Blairsville-Saltsburg school board passed the budget for the first year of the re-named River Valley School District, but the vote was split between Blairsville and Saltsburg representatives. The final tally for the budget came to a 6-3 vote, with Beverly Carnese, Holly Hall and Linda Brown voting against it.  Brown said that she felt that voting for the spending plan would be a vote against Saltsburg. The budget came to $35,698,525, with no tax increases for district residents. It also came to a split vote when it came to approving raises for several positions in the district, including a 4 percent raise for Superintendent Philip Martell.  This time, the argument centered around O. Garfield Jones rules of order, and the way the motion was made, a board member could either approve all the raises presented or reject them all.  Beverly Car
