The City Council is scheduled to approve some version of Portland Mayor Ted Wheeler s proposed budget for the next fiscal year on Thursday, May 13.
The biggest controversy to emerge to date is how fast to expand the Portland Street Response pilot program that began serving Lents in February. Wheeler is proposing an additional $1 million to fully fund the program. It would not expand citywide until the pilot has been evaluated.
Commissioner Jo Ann Hardesty wants to expand the program citywide in the budget that takes effect July 1. Commissioners Mingus Mapps and Dan Ryan reportedly support Wheeler s approach, while Commissioner Carmen Rubio supports Hardesty.

The City Council is already scheduled to spending hundreds of millions of additional dollars after the next budget is approved on May 13.
The Portland City Council is scheduled to adopt some version of Mayor Ted Wheeler s proposed $5.7 billion budget for the next fiscal year on May 13.
However, the council will continue spending hundreds of millions of dollars on new and expanded services into 2022. It is already set to spend an additional $80 million as soon as July 1.
The largesse is a dramatic turnaround from a budget that had been expected to see significant cuts, just a few months ago.

Mayor Ted Wheeler released his proposed $5.7 billion budget for the next fiscal year Thursday, April 29. The council will hold a work session on the proposed budget from 9:30 to 11:30 a.m. Tuesday, May 4. A public hearing on the proposed budget will be held from 6 to 8 p.m. Wednesday, May 5.
Both events will be livestreamed on the council s website. No public testimony will be taken during the work session. The public can testify at the hearing by signing up by 4 p.m. Tuesday, May 4, here.

Mayor Ted Wheeler’s once-grim outlook on the city’s upcoming budget has grown sunnier, thanks to an assist from the federal government.
Wheeler’s proposed $5.7 billion budget for the 2021-2022 fiscal year, released Thursday, restores funding for city programs previously on the chopping block while avoiding large-scale investments in law enforcement.
Wheeler’s proposed budget will need City Council’s approval before going into effect on July 1, 2021.
The city s general fund has lost an estimated $100 million from the COVID-19’s pandemic impact on city revenue streams, like Portland s business and lodging taxes, including a predicted $20 million gap in the ‘21-22 budget.
Federal funds save most of Portland s next budget April 29 2021
Mayor Ted Wheeler is proposing to use $29 million in emergency aid to offset city revenue losses caused by COVID-19.
When COVID-19 first shut down the economy, Mayor Ted Wheeler was facing a $20 million general fund shortfall in the city budget that takes effect on July 1.
But Wheeler unveiled a proposed general fund budget for the next fiscal year that is actually $2.7 million larger than the current one, thanks primarily to federal American Rescue Plan funds proposed by President Biden and approved by Congress. For the Portland City Council, the opportunity of 2021 is to work collaboratively to make investments that will help us continue to recover from the pandemic, Wheeler said when the proposed budget was released on Thursday, April 29. The budget I propose reflects my commitment to change and my optimism about Portland s future.
