An editorial in the Chinese-language <i>Liberty Times</i> (“Bilingualism needs broad effort,” March 12, page 8) outlined the importance of using English, together with the difficulties the nation has in promoting English-language learning. How can Taiwan proactively and effectively make English study more common?
The most effective way would be to encourage people throughout the nation to join a Toastmasters club.
As a young man I spent eight years at the club, and I learned much from the experience. I am now in my 70s, and I am able to speak English fluently, and this is largely attributable to Toastmasters
