Des Moines Man Faces Charges for Disrupting City Council Meeting

By Dave Bohl Photo: WHO 13 (Des Moines, Iowa) Des Moines Police say one person is facing charges after interrupting the Des Moines City Council meeting last night. John Noble of Des Moines faces multiple charges after police say he interrupted the city council meeting and refused to obey officers outside the council chambers. Police say Noble was part of a group that was removed from the meeting for disruption and that he continued to refuse to comply with officers. The Des Moines City Council put new public conduct rules in place after its previous meeting was postponed by protesters and had to be completed online the following day.

If there were something disagreeable on the consent agenda, normally the public could address the council at the meeting to have the item pulled.

One arrested as Des Moines City Council discusses police training

One person was arrested after several demonstrators started speaking over city council members Monday night while the council was discussing consent agenda items. Mayor Cownie addressed the chamber before the start of the meeting, citing city code section 2-70, which defines a code of conduct members of the public must follow at public meetings. Cownie also warned that those who might disrupt the meeting could be cited for disorderly conduct, trespass or interfering with the good order of the meeting. The council moved to approve the consent agenda without removing item 40, which was when several residents in the chamber erupted in shouts of disapproval. When their chants continued, Cownie asked the group, who had begun to stand on their chairs, to leave the meeting and they were escorted out by police officers.

One person arrested at Des Moines City Council meeting Monday night

By Chris Turner Jun 29, 2021 Tensions continued to be high as the Des Moines City Council tried again to resume in-person meetings. Two weeks after protestors forced the council to postpone its return to in-person meetings, Monday s meeting led to several people being removed from the chambers and one person arrested. The council recently amended its rules to limit public attendance to 25 people and impose restrictions on how long members of the public can speak during meetings. Some members of the audience on Monday night were demanding the council discuss a consent agenda item related to hiring an outside firm for police de-escalation training.
