Speech by Minister McEntee Private Members Bill – Children (Amendment) Bill You are here: Home Private Members Bill – Children (Amendment) Bill     Check against Delivery   I would like to thank Senator McDowell and the other proposing Senators for bringing this Bill before the Seanad.   This Bill is in response to issues from the recent decision of the courts in DPP and E.C V. Irish Times and others.   Section 252 of the Children Act 2001 contains mandatory reporting restrictions where the trial relates to “an offence against a child or where a child is a witness in any such proceedings.   Mr Justice Birmingham in the Court of Appeal on 29 October 2020 upheld the High Court’s interpretation of section 252 to mean that the reporting restrictions in relation to offences against children also apply in circumstances where the child is deceased or has turned 18 years of age. The identity of the person responsible for the child’s death cannot be published

Accelerating access to palliative care is a fundamental human right

A webinar, focused on highlighting the imperative for a concerted and collaborative effort to accelerate access to palliative care during Covid-19 and beyond, took place on Sunday, 24 January 2021. The Department of Health has meanwhile invited the organisers – the Medical Research Council (MRC) and the Palliative Care Action Group (PCAG) – to meet with it to discuss the matter. The webinar also looked at the measures that are being taken towards implementation of the 2017 National Policy Framework and Strategy on Palliative Care (NPFSPC). Approved by the National Health Council in 2017, implementation of the NPFSPC is still almost non-existent in the public healthcare system and in many cases, is accorded lip service in the private system.
