View Comments A man who attacked a Mount Vernon parking enforcement officer last year was sentenced Thursday to three years in state prison. Stephen Kinlaw s arrest on Aug. 7 made headlines after a pair of cell-phone videos were posted on social media.  The second was shot moments later as several police officers struggled to subdue Kinlaw on South Fourth Avenue, including a detective who unleashed a flurry of punches as the suspect lay under the scrum. Kinlaw sued the city in federal court in January alleging excessive force by police. But he pleaded guilty last month to second-degree assault, a felony, for attacking the parking enforcement officer, who suffered broken bones and had to undergo surgery.
