Tim Colliver | The Times-Gazette With the first public hearing having been held Tuesday night on a proposed northwestern Highland County solar facility, two road use maintenance agreements (RUMA) were approved by county commissioners Jeff Duncan and David Daniels Wednesday, paving the way for construction to begin on two southwestern Highland County solar panel farms being built by Hecate Energy. One RUMA between the commissioners, Highland County Engineer Chris Fauber and Hecate Highland 4, LLC was for New Market Solar I, while the other dealt with Hecate Highland 2, LLC’s New Market Solar II project.

Rocky Fork teen victim identified; coroner says ODNR officer appeared to have heart issue By Jeff Gilliland - jgilliland@timesgazette.com HILLSBORO The female victim in a Tuesday fatal accident at Rocky Fork Lake has been identified as 16-year-old Kearia R. Scott of Hillsboro, according to Highland County Coroner M.D. Jeff Beery. Beery said he has not made a ruling on the cause of Scott’s death, but that it appears to have been by drowning. Ohio Department of Natural Resources Officer Jason Lagore, 38, of Clarksville, also died at the scene of the accident when he entered the water in an attempt to find Scott.
