Originally from Rajasthan High Court, Justice Mathur was transferred to the Allahabad High Court in November 2017. He served as a Chief Justice of the High Court for a little over two years. In his farewell speech delivered yesterday in a virtual function, Chief Justice Mathur said that he was inspired by the ideals of Dr BR Ambedkar, with whom he incidentally shares his birthday.

It is the judiciary which protects the constitutional values. It can be most effective tool to make India the best place for every living being, being the carrier of justice , he said.

Dismissing a PIL, a division bench comprising Chief Justice Govind Mathur and Justice Saurabh Shyam Shamshery observed, The state government, while notifying elections in Panchayat Raj institutions has already declared a protocol to be adhered during the election campaign of the elections. This court has also issued certain directions in Public Interest Litigation (PIL) relating to corona pandemic, for the state government to follow during the entire process of elections.

This court has also issued certain directions in Public Interest Litigation (PIL) relating to corona pandemic for the state government to follow during the entire process of elections. All necessary care as such shall be taken by the state government to prevent spread of infection during the course of Panchayat Raj elections. Hence, the PIL is dismissed.”
