Dandanes v delujočih demokracijah nihče javno ne sili ljudi k temu, da na volitvah obkrožijo točno določeno politično stranko ali ta ali oni referendumski odgovor, in nihče volivcem tudi javno ne prepoveduje udeležbe na volitvah ali jim prepoveduje glasovati za tisto, v kar verjamejo. Obstajajo pa številni drugi načini oteževanja in omejevanja glasovanja in s tem vplivanja na volilni izid. Neskončen vir navdiha za takšno početje najdemo v eni najstarejših sodobnih demokracij, v ZDA, kjer republikanska stranka že desetletja korak za korakom omejuje pravico do glasovanja na različne načine, a z istim namenom, da se volitev udeleži čim manj pripadnikov najrazličnejših manjšin, saj ti večinoma glasujejo za demokrate. Montanans remained sharply divided on how to draw political districts, with some suggesting that trying to do so fairly is an inappropriate criterion.
Witnesses spoke before the state Districting and Apportionment Commission for nearly five hours Thursday, debating things like whether it made sense to assure state legislative districts were competitive, or that wherever possible communities not have to share a politician with neighboring counties.
Make the districts compact. Make them as similar in population as possible, advised Republican Rep. Derek Skees, of Flathead County. Donât worry about making them fair or competitive.
