Bradford Council has joined with other local authorities in a campaign pressing for harsher sentences. A letter has been sent to the Sentencing Council calling for a review of current guidelines. Fixed penalty notices of £400 were brought in to allow councils to deal with fly-tippers without having to bring time-consuming and expensive court cases. But because average court fines are less than £400, offenders are opting to go before magistrates. The Hertfordshire Fly Tipping Group – a partnership comprising nearly 40 local authorities and other bodies, including Bradford Council – says the way courts presently deal with fly-tippers doesn t always reflect the severity of the offence nor compensate the costs incurred by council tax payers in bringing the offender to court.
