ELKINS A Randolph County grand jury indicted 27 individuals Monday, on charges including burglary, breaking and entering and possession with intent to deliver a controlled substance.
Juan Castro Chitop, 28, of Louisville, Kentucky, was indicted on one count of fleeing in a vehicle with reckless indifference, a felony; and one count each of reckless driving and failure to stop at a posted stop sign, both misdemeanors.
Wayne Scott Clemens, 41, an inmate at the Tygart Valley Regional Jail, was indicted on two counts of failure to register as a sexual offender or provide notice of registration changes, second or subsequent offense, a felony.

ELKINS A Mill Creek man is behind bars after allegedly stealing and dragging away a generator from a Frontier Communications building, officials said.
Bumper Paul Armstrong, 41, was charged with breaking and entering. He is being held in Tygart Valley Regional Jail on a cash-only $2,000 bond, set by Randolph County Magistrate Tracy Harper.
According to the criminal complaint, filed by Randolph County Sheriff Z.T. Pingley, he was dispatched at 4:45 a.m. Friday on a suspicious person call. A person, wearing a ski mask and a black hoodie, was reportedly seen “pulling a generator covered by a white garbage bag and appeared to be out of breath” on Conrad Street in Mill Creek.

MILL CREEK A Mill Creek woman is behind bars after leading police officers on a high-speed pursuit Tuesday afternoon, after allegedly striking another woman with the vehicle she was driving.
Stevie Drew Fox, 33, has been charged with fleeing in a vehicle with reckless indifference, a felony, and is currently incarcerated in the Tygart Valley Regional Jail.
At approximately 1 p.m. Tuesday, Randolph County Sheriff Rob Elbon and Corporal E.B. Carr received a call saying a vehicle had struck a person at Fox’s Lumber Mill in Mill Creek and that the automobile was being operated by Fox, according to the criminal complaint, prepared by Elbon.

ELKINS A Valley Bend man is facing a felony charge of distribution and display to a minor of obscene matter.
John David Channell, 25, is being held in Tygart Valley Regional Jail on a $50,000 cash only bond.
According to the criminal complaint, compiled by Deputy Z.T. Pingley of the Randolph County Sheriff’s Office, on Wednesday, the deputy met with a 15-year-old girl and her mother regarding a possible sexual assault in the Valley Bend area.
The girl told the officer she was at home the day before using the smartphone application Snapchat when another person with the user name John Channell20 added her and began messaging her, the complaint states. Screenshots from the John Channell20 account state, “Your story says send me something. Alright. BRB. I’m excited to show ya.”
