Credit Karen Richards / KLCC The agreement between the Oregon DMV and law enforcement agencies is a rolling citation moratorium. It applies to people with expired licenses, registration tags or disabled persons parking placards…but only if the documents have expired since November 1 and have been expired fewer than three months. Oregon lawmakers approved a moratorium on enforcement of expired registrations and licenses during a special session earlier this year. The law was retroactive to the beginning of the pandemic, but it expires on December 31. The new agreement between the DMV and law enforcement agencies is not built into state statue, and allows officers to exercise discretion when presented with expired documents.

Oregon DMV still facing huge backlog, may shift to 90-day grace period for expired licenses, registration Updated Dec 18, 2020; Facebook Share A moratorium that protected Oregonians with expired vehicle registration or driver’s licenses from citations for much of the pandemic expires at the end of December and DMV officials say they are trying to figure out a different way to give people some leeway. State transportation leaders will ask the Legislature to act Monday and approve a new policy that gives people a 90-day grace period after the expiration date of their DMV credential before they face potential citations from law enforcement.
