He needed the propane the night before for heat and cooking, but the line of cars waiting to enter the gates of the depot was a half-mile long, and Hydrogas was closing. Mr. Ray, 54, lives with his wife in a travel trailer on the far edge of San Antonio, where their power came back on Wednesday, after five days of a blackout.
