Deadly flooding in Germany, Belgium, and China has raised questions about why so many residents in those regions were caught off guard and not evacuated to safety. Dr. William Veerbeek, researcher at the UN IHE Delft Institute for Water Education, joined Cheddar to discuss the unprecedented nature of the weather event and provide some details about the breakdown in communication between locals and their governments. He noted that universal emergency communication systems, like phone alerts, are not widely available in many of the various regions where the floods occurred.
