An independent review into the Portland Police Bureau’s apparent leak
Mayor Ted Wheeler, who called for the outside review, and his staff have held multiple meetings with Hardesty, top police brass and the city attorney to determine the scope of the investigation. Those discussions remain ongoing.
The city has also sought the advice of Eric Ward, a nationally known civil rights strategist and expert on right-wing extremism.

Portland rests in the shadow of Mount Hood, with two major rivers and a verdant tree canopy. Its natural beauty and trailblazing policies on recycling and sustainability built its reputation as a civic showpiece.
That idyllic image now lies buried beneath mounds and mounds of garbage, shocking residents and visitors alike.
“I’ve lived here my whole life and have never seen anything like it,” said Dan Grogan, 59, who owns Fisherman’s Marine & Outdoor, a sporting goods store at the Hayden Meadows Square in North Portland.

At least 10 local, regional and state agencies have a stake in maintaining Portland’s urban landscape. Here is a partial list of which ones are responsible for which pieces of the city’s upkeep.
· Regular residential and business garbage and recycling service: Bureau of Planning and Sustainability

· Cleaning bus stops and MAX stations: TriMet
· Cleaning up or removing homeless encampments: Office of Management and Finance
· Illegal dumping on public property: Metro
· Illegal dumping on private property: Bureau of Development Services
