The future of Topeka’s downtown has a new blueprint. Topeka City Council approved the city’s Downtown Master Plan 8-0 on Tuesday night. Council member Spencer Duncan and Mayor Michelle De La Isla weren t present. Topeka’s Downtown Master Plan is a recruiting tool, city staff told The Topeka Capital-Journal.
