City Hall remains open by appointment only

WATERTOWN — You’ll have to wait a little longer to get into City Hall without making an appointment. While the Washington Street building is open to the public, access to City Hall offices remains only by appointment. City Manager Kenneth A. Mix said lingering security concerns are the reason why the public cannot enter City Hall without scheduling it in advance. Initially, City Hall was closed to the public because of the pandemic but the building has been open for about a year through appointments. It will remain that way until city officials make some long-term decisions on how to handle security, Mr. Mix said.

Watertown jury awards former Fort Drum soldier $13 5 million for medical misdiagnosis

WATERTOWN — A state Supreme Court jury in Jefferson County has awarded a former Fort Drum soldier $13.5 million in damages after determining that a misdiagnosis in the emergency department at Samaritan Medical Center later led to the amputation of his right leg above his knee. The lead attorney representing the former soldier said Thursday he was told by Supreme Court staff that the award is believed to be the largest ever rendered by a jury in Jefferson County in a medical malpractice lawsuit, although that has not been confirmed. Jeffrey D. Lewis, 50, now of Blackstone, Va., filed a medical malpractice suit in January 2017 claiming that he presented at Samaritan’s emergency department May 27, 2014, complaining of pain in his right lower extremity. According to court documents, he was diagnosed with tendinitis and discharged, when in fact he was suffering from an arterial occlusion, or blood clot.

Flat earther arrested after Watertown Council meeting disruption

WATERTOWN — A local man who espouses his flat Earth beliefs was escorted out of Monday night’s City Council meeting by city police and arrested after he caused a disruption when he refused to stop talking about the theory. During the meeting’s privilege of floor, Donnie Lee Barrigar, 37, of 134 Union St., was warned three times that he would be arrested if he continued to talk about a topic that isn’t about city business. Council members recessed the meeting twice while police officers tried to convince Mr. Barrigar to obey Mayor Jeffrey M. Smith’s instructions to direct his comments to an issue about the city, but he refused.
