Citing the 2019 ice jam, the City is asking community members to be mindful about the possibility of needing to “move to higher ground” in the event of ice jams and flooding. The City also says ice and water levels are being monitored at all times by multiple departments, including the DPW and the Portland Police Department. At present, ice jams are not expected to be an immediate danger. “While we have frigid temperatures today, a warming trend is forecasted,” the City of Portland wrote on Facebook, “which will likely facilitate river flow and ice melt.”

Policy change after Portland aid denied for ice jam | Newsradio WOOD 1300 and 106 9 FM

Dec 31, 2020 State emergency management officials are changing the way financial aid requests are handled after Portland was denied relief last year. The Michigan Attorney General s Office agrees with Portland s city manager that it was wrong for them to be denied support. City manager Tutt Gorman says the emergency management division of the Michigan State Police say Portland was missing steps in their request. However, Gorman says the city had requested funds for tornado damage in 2015 and those steps were not seen as a requirement. View the full story on WOOD TV

After Portland ice jam, Michigan alters process for emergency aid request

State emergency management officials told a mid-Michigan community this month that the state will change the way it processes emergency aid requests after the community was denied financial aid to pay for its response to a massive ice jam that caused flooding in 2019.  State agencies are mum on the changes, with Attorney General Dana Nessel s office and the Michigan State Police declining to comment on the situation.  The changes will clarify the process for getting emergency aid in a way that more closely aligns with the process outlined in Michigan’s Emergency Management Act, said Chris Hackbarth, director of state and federal affairs for the Michigan Municipal League.
