Proposal for extra year for Welsh-Ryan pilot referred to Rules

Alderpeople instead referred the proposed U2 zoning district amendment to the Rules Committee for further review.   The previous council voted 5-4 to approve a two-year pilot program in November 2019, which would have allowed the University to host six single-day events and one multi-day event each year, with crowds of up to 3,000 people outdoors and 7,000 indoors. The program was met with widespread opposition at the time, particularly from 7th Ward residents who lived in the vicinity of Welsh-Ryan. The onset of the coronavirus pandemic sank any plans to host professional events for the next year and a half. And with the pilot set to expire on Dec. 31 of this year, the University is seeking a 1-year extension to the amendment.

Evanston Ald Devon Reid s retail hazard pay proposal moves forward

City Council members moved forward on a proposal that would mandate big box employers to provide a substantive payout to frontline employees during the pandemic. The ordinance, requested by Ald. Devon Reid (8th), would require retailers with over 500 employees nationwide to retroactively pay essential Evanston workers an additional $6 for every hour worked during Phases 1 through 3 of the state’s Restore Illinois program, and $3.50 for every hour worked through Phase 4.  The proposal was brought  to City Council only two weeks after Reid first requested the ordinance. City staff declined to issue a recommendation on whether the ordinance should proceed, citing a lack of time to conduct research and analysis or solicit public input.

Evanston resident sues Evanston Police officers for use of force

An Evanston resident filed a federal lawsuit last week against two Evanston Police Department officers for allegedly arresting him under false pretenses and tasing him, pinning him to the ground and choking him. The complaint, filed April 20 in the U.S. District Court for the Northern District of Illinois, charges EPD sergeant Kenneth Carter and officer Mikhail Geyer with using excessive force as well as making an arrest under false pretenses after officers forcibly detained Ronald Louden in the 2100 block of Wesley Avenue in June 2018. The City of Evanston is included as a codefendant. Body camera footage recorded by officers and released by Fox 32 Chicago shows a half-dozen officers approaching Louden at a parking lot. According to Louden’s complaint, he was grilling a meal for family and friends.

1st Ward too close to call, Clare Kelly leads over Judy Fiske Clare Kelly currently leads in the 1st Ward aldermanic race, with a 34-vote lead on incumbent Ald. Judy Fiske, according to unofficial election results from the Cook County Clerk’s Office.  Kelly received 574 votes in Tuesday’s unofficial count, with all four precincts reporting. However, with such a thin margin between the candidates, results may take some time to be finalized. Mail ballots postmarked as late as midnight Tuesday can still be counted up to two weeks later. Fiske has held office since 2009. She campaigned on her experience as of Tuesday, she was the second-longest serving alderman running besides Ald. Melissa Wynne (3rd), following 8th Ward Ald. Ann Rainey’s ouster in February as well as her vocal support of local businesses.
