Official opposition says new by-law needed to protect trees from construction projects
Laval needs a new by-law to protect its trees from damage during major development projects – like the one that saw the creation of new public transit reserved lanes on Avenue des Bois last year, leading to the destruction of nature trails – official opposition leader Michel Trottier argued during the April 13 webcast of Laval’s monthly city council meeting.
Responding to Trottier’s suggestion, Mayor Marc Demers said Laval already has a tree-protection by-law on its books, although “it dates from another era and the sums of money, the penalties are no longer up to our expectations.”

The body that controls Wascana Centre has quietly amended its bylaws in light of a court decision that found the previous rules unconstitutional, but critics say the move falls short.
The Provincial Capital Commission (PCC) board voted on Monday “to replace three current bylaws at the centre of the court decision Saskatchewan v. Durocher,” which pitted the government against a Metis man holding a ceremonial fast on the West Lawn of Wascana Park to raise awareness about suicide.

The Ministry of Government Relations has revised Provincial Capital Commission bylaws, governing activities at Wascana Park.
The bylaws released earlier this week, still rely on individuals and groups to apply for a permit with consideration reasons for the permit.
“Concerning the bylaw changes, previously, they contained general prohibitions on certain types of activities (setting up an overnight structure in Wascana Centre for example),” said Jonathan Tremblay, Director of Communications for Government Relations.
“Now, our bylaws have been revised to regulate activities through the permitting process. That means that anyone can apply for a specific activity (such as setting up an overnight structure) through the PCC’s permitting process that takes into consideration the applicant’s Charter Rights and balances these rights against competing demands on the use of space in Wascana Centre.”
