CGI of how the new Winnall Flats could look. Inset, former Labour councillor Patrick Davies ‘AFFORDABLE’ apartments planned for Winchester have been criticised for being too small and unaffordable. In May, an application to build two new blocks at Winnall Flats was approved by Winchester City Council’s planning committee. They will offer 76 new homes, with 32 shared ownership properties in one five-storey block, split into 18 two-bedroom apartments and 14 one-bedroom units. In the second block, also five storeys, there will be 41 sub-market one-bedroom units to rent. Leader of the council Lucille Thompson said that the scheme will fill a “gap in the market” and help younger people who find it difficult to access the market.

PLANS for a new pavilion on a Winchester park have been scaled back because of the costs. Community campaigners have been pressing for a new cricket pavilion at North Walls park for five years and planning permission has been agreed. But the city council says the current plans are £100,000 over budget. It has committed £595,000 and the community campaigners have raised another £214,000. Strategic director Richard Botham told the town forum: Tenders have been above estimates. The costs remain well in advance of our budget. We are not in a position to proceed with the tender. We recognise the need to replace the pavilion and it is a priority of the city council to do that.
