PLANS for a new pavilion on a Winchester park have been scaled back because of the costs. Community campaigners have been pressing for a new cricket pavilion at North Walls park for five years and planning permission has been agreed. But the city council says the current plans are £100,000 over budget. It has committed £595,000 and the community campaigners have raised another £214,000. Strategic director Richard Botham told the town forum: Tenders have been above estimates. The costs remain well in advance of our budget. We are not in a position to proceed with the tender. We recognise the need to replace the pavilion and it is a priority of the city council to do that.
