POWNAL â Fallout from the forced rescheduling of Pownalâs March 2 annual election continued to confront local officials and residents Wednesday as new arrangements were made to comply with state election requirements.
During an emergency meeting Tuesday evening, the Select Board heard details of a mailing error that resulted in about 1,100 town reports not being delivered to the right voter addresses.
Since the reports with annual ballot and budget information must legally be mailed to voters 10 days prior to an election, the board decided it must cancel the March 2 election and afterward set a new town floor meeting for March 29 and an election for March 30.

POWNAL â Voters in Pownal will elect three people to the Select Board on March 2. Running for two one-year Select Board seats are Jenny Dewar and incumbents Bob Jarvis and Ronald Bisson. Joyce Held, whose name also appears on the ballot, has withdrawn from the race.
For a three-year Select Board seat, the candidates are Michael Slattery, a former Planning Commission member; incumbent Angie Rawling and John Wallner Jr.
To help inform Pownal voters, the Banner submitted identical questionnaires to the candidates, and gave each the same deadline and word limit. Two candidates, Bisson and Wallner, did not respond. Below, in alphabetical order, are the responses of Dewar, Jarvis, Rawling and Slattery.

To the Editor: This year more than any, we should realize the importance of elections in our seemingly fragile democracy. It is imperative that our elected officials listen and appreciate both sides of a viewpoint to move in the direction of the right decision for all. It is also important that elected officials act on the direction of the voters, such as is the case with the town administrator position in Pownal. In 2015, voters approved a town administrator position at the direction of the select board; the ballot article did not read at the discretion of the board, as one present board member has professed. I feel that this position is integral in moving Pownal forward. I encourage you to read Vermont Statute § 143-503. Responsibilities and authority of Town Manager.
