24日22：30时左右，洋山港海事局和地方政府工作人员巡视发现，锚泊在港池内的一排21艘小型张网渔船发生走锚情况，且正向港外漂移，如不及时处置，这21艘渔船将碰撞到港池内其他避风船舶，甚至漂移出港外，可能会渔民带来不可挽回的财产损失。
当时台风“烟花”逼近舟山海域，洋山港辖区海面挂东北风10-11级阵风12级继续增强到12-14级，且正值天文大潮期，风雨交加，给处置带来极大难度。洋山港海事局指挥中心在接报后，紧急调派港内1艘应急锚艇和2艘辅助船舶，联合现场工作人员和应急值班渔民共同处置走锚险情。
经过两个小时的努力，次日凌晨00：30，走锚渔船被及时拖至安全水域重新锚泊，并安排其他大型船舶并靠起牵制作用。
