Zoning Board Approves Residential Tower for Booming Triangle Area – Everett Independent

The Zoning Board of Appeals (ZBA) signaled an overall openness to the 21-story mixed-use residential tower proposed by V10 Development for the center of the Commercial Triangle area, but the Board also wanted more study and to move cautiously on the area’s first high-rise proposal.
Sky Everett is proposed by V10, which is made up of Ricky Beliveau and John Tocco, and would be their second development in Everett after being approved for The 600 on Broadway. On Monday, they were before the ZBA for their first meeting to proposing Sky Everett – a 21-story tower on Spring and Second Streets abutting Market Forge. The proposal includes 366 residential units, with 5 percent affordable, a significant contamination clean-up of the former industrial property, and a noteworthy rooftop restaurant brought by the well-known Varano restaurant family.
The City Council voted to enroll a Linkage Fee ordinance for residential and commercial properties after many years of discussion – and some rather intense negotiations over the last two weeks.
The Council voted 10-1 Monday night to enroll the Linkage Fee ordinance, with Councilor Gerly Adrien voting against. Linkage Fees are a surcharge on, in this case, commercial and residential development, and for Everett, the money collected would only be able to go to funding affordable housing projects.
The matter came before the Council after having hit the agenda two weeks ago, and many legislators seeing changes for the first time made by Mayor Carlo DeMaria. That put a road block in the discussion, with the mayor advocating for quick action. After a Committee meeting last week that went into detail, the matter was brought forward on Monday night again.
