The as­ser­tion comes af­ter fire of­fi­cer Stephen Mar­cano drowned while off du­ty at a Guayagua­yare beach last Sun­day. The 39-year-old, who could not swim, was at­tempt­ing to save a group of peo­ple, in­clud­ing his niece, who was strug­gling.
