The inspector general, Michael Bolton, told a congressional committee in prepared remarks that the agency must pivot from its reactionary role as a police department to one that works in a protection posture to deal with rising threats to the Capitol. My office sees continuing areas in our findings that USCP needs address, Bolton said. Those areas are Intelligence, Training, Operational Planning, and culture change. In regards to culture change, we see that the Department needs to move away from the thought process as a traditional Police Department and move to the posture as a Protective Agency .
