The Surathkal Police on Friday arrested Neelappa (30), a native of Koppal, in connection with a case of tying a dog to a motorcycle and dragging it on the road which resulted in its death.
Police Commissioner N. Shashi Kumar said that Neelappa was on the pillion while another person was riding the motorcycle. The two were seen dragging the dog on the service road near National Institute of Technology-Karnataka (NIT-K), Surathkal, on April 15 by social worker Jeevan.
Jeevan video recorded the incident and circulated it on the social media. He then filed a complaint with the Surathkal Police on Thursday. A few more activists also filed online complaints seeking action against the two.

The Surathkal Police on Thursday registered a case against two persons on the charge of tying a dog to a motorcycle and dragging it on the road that is said to have resulted in its death.
The case has been registered for offences under provisions of Prevention of Cruelty to Animals Act.
The police have apprehended the two accused.
A video of the dog being dragged near the National Institute of Technology-Karnataka, Surathkal, on Wednesday, was widely circulated on the social media on Thursday. Several activists filed complaints online with the Surathkal Police and sought action.

The Surathkal Police booked two minor boys on Monday for allegedly throwing stones at a widow of a masjid in Santosh Colony of Idya in their limits on April 4.
The police said that clues from CCTV cameras installed in the area led to the two boys. The police seized the two-wheeler used by the boys. The police produced them before the Juvenile Justice Board.
Murder A 47-year-old worker was found dead near the railway track in the Baikampady Industrial Estate on Monday. The Panambur Police said that the worker was murdered.
The police gave the name of the victim as Yellappa (47) from Bagalkot district. The police said that he was hacked to death and abandoned near the railway track. Fingerprint experts visited the spot. A dog squad was pressed into service.
