Council majority proposes alteratives to police funding to fight violence April 01 2021 Four of the five Portland City Council members support spending more money on alternative programs and services. Some members of the City Council have put forth a proposal aimed at combating gun violence in Portland and it does not include increased funding for police. The proposal, which KOIN 6 News obtained Thursday, April 1, from the office of Commissioner Carmen Rubio, is in response to a $2 million proposal floated by Mayor Ted Wheeler for the Portland Police Bureau s Enhanced Community Safety Team. It is also supported by commissioners Jo Ann Hardesty, Mingus Mapps and Dan Ryan.

A Portland man faces a first-degree hate crime charge after police say he followed a couple to their Gresham hotel, mouthing threats and a racial slur used against Black people. Trevor James Hertz, 27, of Northeast Portland, faces charges of first-degree bias crime commonly known as a hate crime as well as unlawful use of a weapon and attempt to commit second-degree assault, according to court records. On Monday, March 29, a husband and wife called the Gresham Police Department, saying the driver of a blue SUV had attempted to hit their vehicle multiple times and trailed them to their hotel, according to a probable cause affidavit filed in Multnomah County Court.

The $1,400 checks to individuals is the best known part of the $1.9 trillion American Rescue Plan approved by Congress earlier this month. But alongside unemployment aid, COVID-19 funds and other spending is money for states, counties and cities to use to backfill their budgets. In Oregon, that amounts to just over $4.26 billion the state gets $2.62 billion, counties receive $818 million, larger cities get $438 million, and other communities receive $243 million. There s another $1.55 million for state construction and renovation projects. The 278 local allocations range from $10,000 for the city of Antelope (population 50) in Wasco County to $159.65 million for Multnomah County.

Part 2 of a series Shortly before 1 a.m. last Oct. 31, Mirella Castaneda and Pablo Weimann awoke to the alarm blaring from their Ram pickup in the driveway. The Forest Grove couple lives with their 13-year-old son, 11-year-old daughter, two foster sons, 13 and 16, and Castaneda s mother, due west of downtown Portland in the Washington County city. Weimann, a construction worker who specializes in finish and tile work, shut off the alarm remotely and lay back down. But when it went off again, Castaneda, an administrative specialist at Washington County s Department of Environmental Health, got out of bed and stuck her head outside the front door, thinking she might see a raccoon.
