The parliamentary committee on immigration has released the results of its study on how the pandemic has affected Canadian immigration.
Salma Zahid, the Chair of the committee, presented the report in the House of Commons on May 13. It touches on issues pertaining to the three classes of Canadian immigration: economic, family, and refugee.
The report is a result of the findings of the Standing Committee on Citizenship and Immigration, after hearing testimonies from immigrants, interest groups, lawyers, and other stakeholders. The committee is comprised of Canadian members of parliament, who are elected officials. There is at least one member from every major political party sitting on the committee. Their mandate is to monitor federal policy relating to immigration and multiculturalism, as well as oversee the immigration department and refugee board.

The coronavirus pandemic caused immigration to Canada to fall to the lowest level since 1998 last year. As a result, Canada welcomed just over 184,000 new immigrants, well short of the 341,000 newcomers it was seeking to welcome in 2020.
Canada got off to a strong start in 2020 before travel restrictions and other COVID-19 disruptions caused newcomer flows to fall beginning in March.
The decline affected each province and territory. However, immigrant settlement patterns were largely unaffected by the pandemic.
Applications for the Programme de l’expérience québécoise (PEQ or Quebec Experience Program) can be submitted online as of January 12 through the Arrima platform.
PEQ Applicants can therefore submit their application, pay the required fees and download the required documents through the platform.
Quebec has previously informed applicants that paper-based submissions may be used until January 25, 2021. After that date, it will be mandatory to submit all PEQ applications through an online process and the Quebec Ministry of Immigration will no longer accept any paper applications.
This is not the only program that will undergo this change.
While applicants to the Quebec Foreign Student Program have now been able to submit their applications through the platform since the spring of 2020, they will also be subject to the same mandatory online submission process as of January 26, 2021.
