Osamah Alsaidi
The case of 19-year-old city resident Osamah Alsaidi led to federal charges against two officers after a video of the incident showed up on social media. An FBI agent who watched the video said in court papers that it showed two of the officers involved Kevin Patino and Kendry Tineo-Restituyo had assaulted the teenager and falsified a Police Department incident report.
What police records say:
The police were called about a “suspicious person” on Madison Avenue at 12:30 a.m. on Dec. 14.
Patino wrote in a report that Alsaidi walked toward the officers “screaming profanities and acting belligerent causing a disturbance to residents in the surrounding area.” Alsaidi then allegedly “proceeded to get an aggressive stance” before moving toward Patino and striking him with a closed fist, causing him to fall backward. Alsaidi allegedly was holding Patino when Tineo-Restituyo took him to the ground.

Feds charge Paterson cops with lying about beating man
Two Paterson police officers were charged by federal prosecutors with filing a false report in connection with the brutal beating of a young man in December as the state Attorney General and Passaic County Prosecutor s offices take over the department s internal affairs division.
Osamah Alsaidi said he was accosted by Officers Kevin Patino, 29, and Kendry Tineo-Restituyo, 28, for no reason as he walked along Madison Avenue. He said he was beaten a second time after he was released from the hospital following his first police encounter leaving him partially blind for several weeks.
Officers Kevin Patino and Kendry Tineo-Restituyo have been charged with violating then-19-year-old Osamah Alsaidi s Fourth Amendment right by assaulting him and then falsifying a report that presents Alsaidi as the aggressor, claiming he initiated the struggle and punched Patino, according to an FBI complaint filed in U.S. District Court.
Here s a look at the night in question as reported by the police and FBI:
