The Hannibal Arts Council will waive the typical fee for the 7
th annual Art On the Open Billboard competition. The group has also extended the deadline until Jan. 31. The contest is open to artists who live in a 50-mile radius of Hannibal. There is a youth category for ages 8-17 in addition to the adult category. Click here for rules and to submit an entry.
