Court blocks sale of hotel, Island Equipment By Steve Limtiaco This week’s pending sale of the Pacific Star Hotel and Island Equipment Company, to settle a $32 million bank loan, has been blocked by Superior Court of Guam Judge Arthur Barcinas, who on Tuesday granted property owner Guam Industrial Services’ request for a temporary restraining order. The Bank of Guam loaned the money to Guam Industrial Services in 2016 in order to pay off the company’s existing loans and to rebuild the company’s “Big Blue” floating drydock at a shipyard in China. According to Barcinas order, Guam Industrial Services could suffer irreparable harm if it loses those two businesses, and the company has demonstrated a likelihood of success on the merits for at least one of its claims, based on the evidence.

Guam Shipyard to pay $68,000 for alleged Clean Water violations

The Guam Shipyard has agreed to pay $68,388 in penalties after federal inspectors in 2017, 2018, and 2019 reportedly saw contaminated runoff from the shipyard pouring directly into Apra Harbor, which violates the Clean Water Act. The shipyard at the time was performing ship repair activity at the Port Authority of Guam’s Hotel Wharf, documents state, and stormwater from the site was flowing into the harbor through drainage pipes. “Stormwater discharges from the facility likely contain sandblasting grit, paint particles, suspended solids, debris, fuel oils and metals such as zinc and copper as a result of activities that include sand blasting, pressure washing, maintenance, fuel and waste storage,” states a complaint filed by the U.S. Environmental Protection Agency. Shipyard employees also were seen discharging non-stormwater into the harbor using a hose, the complaint states.
