   The Española City Council cleared up some administrative issues and moved forward grant applications for road improvements at its May 11 meeting, along with discussing a possible summer celebration in July featuring fireworks and presenting the Española Valley High School girls basketball team with commendations for its season.
   During the public comment period, Norah Valdez spoke about the homelessness problems in the city and asked the council what they were planning to do about it.
   âI guess Iâm needing to know what is going on with the homeless and the people living in tents, so that is my question for you,â she said.
