Suspect in historic cabin fire appears for initial hearing in Clark County

Photo Clark County Jail CLARKSVILLE An arson suspect police say burned down a historic cabin in Clarksville last week appeared for an initial hearing Monday in Clark County. Jason Fosse, 36, of Clarksville, was charged Friday with a level 4 felony for arson for the Thursday destruction of a 191-year-old cabin at the George Rogers Clark home site on Harrison Avenue. He was arrested Friday soon after the charge was filed. In court via Zoom Monday, Fosse shook his head as Clark County Circuit Court No. 4 Judge Vicki Carmichael read the charge. A not guilty plea was entered on his behalf and bond set at $25,000 court cash, which means he will have to post 10% of that to be released. Chief Deputy Prosecutor Tim Gray had requested $20,000 cash only, based on Fosse having a pending case in another county and what he said was a history of failures to appear.

After six-year battle, Pleasant Ridge case settled

Treva Hodges CHARLESTOWN — For the first time in more than six years, Pleasant Ridge neighborhood homeowner Melissa Crawford said she can breathe a sigh of relief. On Dec. 17, a settlement was reached between the neighborhood association, formed in 2014 to defend against redevelopment of the neighborhood, and the City of Charlestown and its board of public works. The initial complaint filed in 2017 by the neighborhood alleged that the city had previously unfairly imposed fines on a property owned by the neighborhood association while not imposing the same fine on properties purchased by a private company, which had plans to raze and redevelop the area. It was also joined by several other homeowners.

Scott H. Atwood PHOTO CLARK COUNTY JAIL JEFFERSONVILLE — A Clarksville man is in custody after being charged this week with multiple felonies related to sex with a juvenile. Scott Atwood, 51, is charged with a level 4 felony for sexual misconduct with a minor, a level 4 felony for child seduction and a level 5 felony for child solicitation. During an initial hearing Wednesday, Atwood entered an initial plea of not guilty to the charges. He’s being held on a $50,000 cash-only bond. Court records show that Atwood is accused of having sex with the minor victim in late October, then asking her how often she wanted to continue and telling her not to tell anyone. Police became involved after the victim reported the incident to a family member and had a recording of the victim and the defendant discussing the situation.
