The Kentucky Supreme Court will decide whether local jails are allowed to bill people for incarceration costs, even if they are later cleared of wrongdoing.
The High Court heard arguments Wednesday over a case involving a Winchester man arrested in 2014 on child pornography charges that were eventually dropped because police found no evidence.
After his arrest, David Jones couldn’t afford to pay a $15,000 bond and spent 14 months in the Clark County Jail, racking up more than $4,000 in jail fees while prosecutors pursued the case.
Jones filed a lawsuit against the county over the tab. During a hearing on Wednesday, Jones’ attorney Gregory Belzley argued that automatically charging inmates for jail costs goes against the presumption of innocence.

OGLETHORPE COUNTY, Ga. - The Georgia Bureau of Investigation has charged a former Oglethorpe County Sheriff s deputy with aggravated assault connected to an officer-involved shooting on Monday.
Officials say the charges stem from a traffic stop on U.S. Highway 78. According to the GBI, Oglethorpe County Deputy Michael Norton Davis attempted to stop 27-year-old Athens resident Patrouski Hodges for speeding, eventually pulling them over in Clarke County.
While Hodges car was pulled over on the right side of the road, officials say Davis patrol car hit Hodges car.
Man steals parking sign
A man stole a âno parkingâ street sign and attempted to put it in a dumpster on North Lumpkin Street on April 3, according to an Athens-Clarke County Police report.
When police signaled emergency blue lights and turned towards the dumpster, the man started running away. Police chased the man approximately one block until he stopped and said he was âdone running,â according to the report.
The man, who was under 21, appeared to be intoxicated. He said his friends told him to grab the sign and âtake it somewhere,â according to the report.
The man was taken to Clarke County Jail for public intoxication, underage drinking and obstruction of a law enforcement officer, according to the report.
