Clackamas County Commission Chair Tootie Smith on Saturday issued the emergency declaration, which calls for outside resources to help remove debris from roads and restore communications. Roughly 109,000 Portland General Electric customers in the county were without power early Saturday afternoon. The county said many of its buildings don’t have power, shutting down the county’s network. The county also said “countless” roads are closed because of downed trees or impassable conditions.
