Johnstown Common Council approves $12.2M bond proposal | The Daily Gazette SECTIONS Shares0 JOHNSTOWN – The Common Council Wednesday night voted unanimously to authorize City Treasurer Mike Gifford to go to the municipal bond market to obtain up to $12.2 million for capital projects the largest bond procurement in the history of the city. The borrowing was reduced from what has been called a $13.7 million “wish list” from the city’s department heads presented to the council on July 19. The lion’s share of the bonding is part of approximately $7.2 million worth of capital projects requested by the city’s independently-elected Water Board, and will be repaid by the city’s water customers and not through property taxes.

manich@leaderherald.com JOHNSTOWN The city Planning Board on Tuesday granted a one-year extension on a previously-approved project by Fulton Friendship House to build affordable housing development units off North Perry Street. Board Chairman Peter K. Smith explained that the agency has a project at 507 N. Perry St. “Today, we take up an extension,” he said. Smith said the sale of vacant land for the housing was previously completed by the former owners of the John C. Miller auto dealership to Comet Properties. “The project has not yet begun construction,” Smith said. He noted that all the board’s approvals come with a one-year “sunset” provision and Fulton Friendship House didn’t get the project done in a previous timeframe since 2020.

Route 30A work requires water main move | News, Sports, Jobs

manich@leaderherald.com JOHNSTOWN The city has to relocate a water main or mains as part of the state’s next safety project on Route 30A. The Common Council on Feb. 15 at City Hall passed a resolution to authorize the relocation in conjunction with the second phase of the state Department of Transportation’s Routes 30A/29 project. DOT is proposing reconstruction of Route 30A toward the south a second phase. A similar widening project was done by DOT in 2019 from Townsend Avenue, south to Briggs Street. The new project will stretch from Briggs Street to the Prindle Avenue area. City officials said the state will include as part of the construction, reconstruction or improvement of the project the relocation and adjustment to water mains. Changes are being made pursuant to state Highway Law.

Culverts arrive; work starts in March | News, Sports, Jobs

manich@leaderherald.com JOHNSTOWN Two culverts have been delivered to the city for projects due to start in March. City Engineer Christopher Vose relayed details of the projects during his monthly report to the Common Council Monday night at City Hall. Vose said the North Chase Street and South Chase Street culverts have been delivered. He said the city currently intends to start these projects in March, weather dependent. He said the city is still awaiting word on an extension from New York state for the city’s funding for these projects due to COVID-19 pandemic-related delays. Currently, the funding deadline for the culvert projects is April 30, he said.
