Garage: Coastal Commission has approved the removal. Todd James
On Thursday, Coastal Commission approved the demolition of Parking Structure 3, allowing the City to advance its efforts to build an affordable housing development on the lot.
The decision, which was met with opposition from some community members and Downtown business owners, grants the City permission to demolish the structure, repave the land and install a fence around the property.
The structure is located at 4th St and Arizona Ave, in close proximity to the Promenade, and contains 337 spaces.
Commission staff primarily based their recommendation on a study by Walker Consultants, which concluded that the loss of PS3’s spaces would not adversely impact parking availability and coastal access in the surrounding area.

Six lawmakers from San Diego County have asked the state auditor to investigate years of deaths inside the local jail system, which has recorded the highest mortality rate among California’s largest counties.
The request, which came after the Democratic Party of San Diego County voted to seek the independent review, asks the legislature’s Joint Legislative Audit Committee to approve an audit of the deaths among people in the San Diego Sheriff’s Department custody dating back 15 years.
“Specifically, we’d like to know why so many inmates have died while in the Department’s custody and what steps are being taken to ensure proper protocol,” the legislators wrote.

India travel ban: citizenship comes a distant second place
On April 15 this year, the Geneva-based UN Human Rights Committee ruled on the case of two petitioners of FreeAndOpenAustralia.org (formerly StrandedAussies.org) that the Morrison government had to ‘facilitate and ensure their prompt return to Australia.’
The petitioners had been represented by foremost defender of human rights Geoffrey Robertson QC. The central argument to the UNHRC: that Australia was in breach of Articles 12(4) and 2(3) of the International Covenant on Civil and Political Rights. Article 12(4) enumerates the principle that no one shall be arbitrarily deprived of the right to enter his own country; the second provides for ‘effective’ remedies to be granted to those whose rights and freedoms have breached under the ICCPR. The petitioners also freely admitted that they had no issue with quarantining for 14 days on returning to Australia.
