A fundamental concept in interpreting contracts, is that words must have their normal meaning in the language of the contract, unless those words are redefined in the contract. Using this concept, any normal reading of Section 74 (2) of the Constitution of Barbados, shows that the Leader of the Opposition must have the support of other Members of the House of the Assembly.

A lawsuit challenging the appointment of Leader of the Opposition Bishop Joseph Atherley was thrown out on Wednesday.
It had been brought by Grenville Phillips II, head of the political party Solutions Barbados. He sued the Attorney General, asking the High Court for a judicial review of the process in which Atherley came to take up the post in May 2018.
Atherley crossed the floor one week after the Barbados Labour Party (BLP) swept all 30 seats in the May 24, 2018 General Election and assumed the office.
Yesterday, Atherley said he never thought the lawsuit, filed last October, would go anywhere. (AC)

Over the past two decades as an employer, I have given a similar speech to all my employees. I have never written it down before writing this article. The current version goes something like this.

Last week, I described the nine decisions that I would take during my first hour, if I was Prime Minister for one day. This week, I will share seven decisions that I would take within my second hour at the helm.
Water relief
I would instruct Minister Ian Gooding-Edghill to provide continuous water to those who have been without water for years, within two weeks. This is too long overdue.
Approximately 90 per cent of the cost, effort and time to get water to the reservoir in question, is in the trenching to get the pipes in the ground.
