The HOV lane is blocked near Mosel Avenue en route to the Clove Road exit.
New York State Police and the NYPD are on scene.
The city’s Notify NYC alert system warned about “extensive” delays due to police activity and urged motorists to consider alternate routes.
Earlier during the Friday morning rush hour, construction was causing a traffic jam on access roads to the expressway near Clove Road.

MONTAGUE The Tamerlaine Sanctuary and Preserve made history this month as the first animal rescue group in New Jersey to receive Global Federation of Animal Sanctuaries accreditation.
The sanctuary, on 336 acres of land on Clove Road, on March 1 became one of approximately 100 facilities worldwide to receive the GFAS honors.
Tamerlaine had to meet numerous GFAS animal care standards confirmed by a visit to the site to earn the label. The designation signifies the sanctuary adheres to standards addressing the sustainability of the organization, ethical principles, finances, staffing, education outreach, security and safety and other operational aspects, according to the federation s website.

STATEN ISLAND, N.Y. The borough’s new dockless bike share program has been delayed once again, with the city placing the blame for the most recent delay on Mother Nature.
On Wednesday, the Department of Transportation (DOT) made a presentation to Community Board 3 providing an update on the new Beryl bike share program that was initially slated to begin in spring 2020.
