Millennia unveiled Valencia Way, formerly known as Eureka Garden, to the public after spending $94 million rehabilitating the complex and three others.
The opening follows a tumultuous few years, including tenant complaints of unsafe and unsanitary conditions and misuse of federal funds at the complex.
Officials from the city, state and federal government hoped to close the book on the dark history of the troubled Eureka Garden subsidized housing complex on Tuesday when they cut the ribbon on the renovated property, now called Valencia Way.
