Daily Insight: Harsh truths

Last month, health minister Ed Argar told a conference of NHS estates directors that the creation of the NHS Property Board was part of the “critical first step in ensuring the estate receives the attention it deserves as an enabler of care”. It’s a little awkward, then, that the government’s outgoing adviser on NHS estates has told  In a candid and wide-ranging interview with  HSJ, Sir Robert Naylor said the board lacks influence and the ability to make important decisions, and that its membership is too diluted with junior people. Sir Robert said the board, which was set up following his landmark review of the NHS estate, was being “reconstituted” at the time of his departure from his government role.

Daily Insight: Whistle makes itself heard

One of the more positive outcomes of the recent shenanigans at Cornwall Partnership Foundation Trust is the focus on the Freedom To Speak Up (FTSU) process. Although the trust has much work to do to rebuild confidence in its leadership following the recent revelations about serious governance failings, it is encouraging that action was taken when concerns were raised through FTSU. However, more needs to be done. The trust’s board, which met in public for the first time since  HSJ revealed the failings, was told there have been a “flurry” of concerns raised through FTSU. Directors acknowledged that some staff “might not have had the best experience” after raising concerns through FTSU, and a trust report on the topic has raised questions about the culture of the organisation.

Daily Insight: Payback

The issue, one example of several troubling governance problems at the trust, came to light after CPFT staff blew the whistle through the Freedom To Speak Up process. HSJ last week  were set out in an all-staff email by new interim CEO Matthew Patrick. He said four board members (one of which HSJ understands was recently-departed CEO Phil Confue) received a “single flat rate payment” for extra hours worked during Easter 2020. Dr Patrick apologised on behalf of the board and said he recognised the issue’s “sensitivity” at a time when much of the NHS has been working long hours during the pandemic.
